The secret surveillance, known as Project X, is monitored from a fortified skyscraper at 33 Thomas street in Lower Manhattan.
The building has no windows, 29 floors with three basement levels, and is designed to withstand an atomic blast. It has enough food to last 1,500 people two weeks in the event of a catastrophe.
Satellite dishes on top of the building intercept all communications.
